QUESTIONS ASKED OVER THE MEETING OF THE 24TH. OCTOBER 2018

HELD AT ADC CIVIC CENTRE WHICH WAS SO CONTROVERSIAL.

Dear Mrs H.

 

I have been passed a message from Shirley Zeman, PA to our Chief Executive, who has explained to me that you wish to submit a Code of Conduct complaint following the Special Meeting of the Development Control Committee held on 24 October 2018.  I understand from Mrs Zeman that she has forwarded you the appropriate information that you need to submit such a complaint but that prior to doing this you have some questions below that you would like me to address.

 

The questions that I understand you wish to receive answers to are set out below – my responses are set out in red:

 

  • Has a date/time for the next DCC meeting been firmed up yet?  Yes, this is now confirmed to be taking place on Tuesday, 13 November 2018 at 2.30 pm and will be held in the Council Chamber here at the Arun Civic Centre.  The notice of the meeting will be published to the Council’s website by the end of this week.  Will the sound system be working by then?  The sound system was working, however, in view of the concerns that the public could not hear in the rear of the Public Gallery, improvements are being explored. 
  • Have we considered holding this meeting closer to Pagham where more interested residents can attend?  The meeting will continue to be held at the Arun Civic Centre, Littlehampton as we will be webcasting the meeting.
  • Who decides what time these meetings will be held? At the start of each Municipal Year [May to May] each of the Council’s Committees agree what their start time should be. Have we considered holding the meeting after working hours to allow members of the public to attend?  I’m guessing this is down to availability of Members and meeting rooms?  It was agreed with the Chairman that the meeting would remain at the Committee’s agreed start time.
  • Do DCC Members have allocated seats in the Chamber?  Members generally sit in the same seat and have name badges in front of them.  The Committee Manager can provide a layout that shows where the Members and Officers sit. 
  •  If they sit in the seats allocated for Full Council, it means they are spread out over the Chamber and, with the monitors on the desks and Members facing away from the Public Gallery, it can be difficult for people in the Public Gallery to identify who is who?  For the reconvened meeting on 13 November 2018, as this will be webcast, there will be a seating plan devised for this meeting.  The Members of the Committee will not be spread around the Council Chamber as is the case at Full Council meetings.  As mentioned above, the Committee Manager can provide a layout [seating plan] for the Public Gallery if this would help.  Also, for anyone watching the webcast live, each time a Member/Officer speaks his/her name will appear on the webcast screen.

This is a copy of a letter that has been received by residents in the vicinity of  the Hanbury (Bartons Farm) development at Pagham Rd. This was in response to comments that residents had made at their Development Roadshow at Pagham Village Hall and their "response". See what you think .....
